How is Homeland Security Working at Home?
Questionnaire for Participating CMAL Units

Local LWVs participating in CMAL are encouraged to identify a local official responsible for emergency preparedness and arrange to obtain answers to the following five questions.  We envision arranging a face-to-face meeting between one or two LWV representatives and the responsible official, but specific details can be worked out by the participants.  Please enter responses on our CMAL website or email your filled out questionnaire to Ady Wickstrom by January 11, 2007.  We will discuss them at our January 18 meeting in Richfield.  If your LWV encompasses a number of communities, you are invited to develop your own method of identifying which of your local entities you will contact.  Please email the communities and/or organizations you will interview and check the list so we can avoid duplication.

  1. Does your jurisdiction have an emergency preparedness plan and what area does it cover?  Response may include consideration of:
    • Unique community assets and vulnerabilities
    • Privately-owned utilities or other unique private-sector targets
    • Schools (public and private)
  2. Who implements your plan?
    • Agency or individual with overall responsibility
    • Change in leadership structure depending on type of emergency?
    • Involvement of hospitals, schools, NGOs such as Red Cross, religious leaders
  3. What, if any, actions have you taken under your plan?
    • Most recent response to emergency? What? When?
    • Next training/structured exercise? When? Who will be involved?

  4. What communication strategies do you have under your emergency preparedness plan?  Response may include:

    • Horizontal communication with neighboring communities in emergency

    • Community outreach plan including visitors and non-English speakers

    • Communication in case of loss of power
    • Communication with those who might feel threatened by the plan
  5. Do you have adequate resources for your plan?
    • Emergency equipment available and staff knowledge of its use?
    • Plan for sharing resources? With whom?
    • Receiving fair share of federal and state funds?
    • Where decisions are made about spending
    • Equipment and other resources needed that are currently unavailable
    • Participation by private or non-governmental resources such as Red Cross or local media communications system
  6. How are citizens being involved in your emergency planning?
